Islamic Awakening in the Middle East and North Africa has revived the importance of founding an Islamic government in recent years and has provided an opportunity to review the ideas of Islamic scholars on the foundation of an Islamic government. Although the Iranian Islamic Republic model was considered in the first years after the revolution among Islamic scholars but as a result of internal conditions, regional, extra-regional and international problems, and new western models slightly lost some of its popularity. Many scholars believe that Imam Khomeyni, as the theorist and leader of the successful experience of Islamic Revolution, and Seyed Qotb, as the inspirer of many Islamic movements in the Arab world, played an important role in conceptualization of the Islamic Government in modern world. In this article we tried to analyze the concept of government and the necessity of founding an Islamic government in the Imam Khomeyni`s and Seyed Qotb`s ideas, as the two greatest scholars in the Islamic world, in a comparative approach.

Changing the system of international relations at the regional level due to Arabic revolutions , the rise of new tensions including intensified Shiite -Sunni conflicts and high levels of instability in the region has affected Russia's interests . Russian military - political and commercial relations with the Arab world has been restricted; affected by " Arabic revolutions ". This situation will indirectly affect Russia and other former Soviet republics and raised the need to review the rigid formal approaches against some important Islamist groups and organizations. This article seeks to answer this question that what is the foreign policy of the Russian Federation regarding the growth of Salafism in the Middle East? Salafism growth in this area has been influenced by Arabic revolutions Therefore, our hypothesis is that " the foreign policy of the Russian Federation regards growth of Salafism as a national security threat within its borders and tries to stop their successes and expansion in the region."

Comparing Foreign Policy of Moderate government with that of the Principlist government

At the beginning of the ninth and tenth Iranian governments, the country adopted an aggressive discourse against the international community and the interests of great powers of the world. During this period of time, the main goal of Iran’s foreign policy was changing the international system on the basis of a justice-oriented approach. Realization of revolutionary ideals and changing the world`s management system was considered as the short -term objective of Iranian foreign policy. Thus, in the Principelist government, Iran`s foreign policy moved towards radicalism. In Iran's "Moderate" government, realization of revolutionary ideals is considered as the long term-aims. On the contrary, security and economic welfare became the short-term objectives of Iran’s foreign policy. Therefore, accepting the status quo relatively, practicing détente policy and renewing relationships with the great powers considered as the main priorities of the moderate government. The main question of this article is that: “How can this instability in the priorities of Iranian foreign policy be decribed?” The assumption of this research is that Iranian foreign policy approaches in the Principelist and moderate governments are affected by different domestic and international normative structures. On this basis, the impacts of domestic and international normative structures on shaping Iranian foreign policy in the both Principelist and Moderate governments have been investigated
