The Iranian society of Qajar era, with the character of political authoritarianism, on the one hand, and the dispersion of traditional social forces, on the other hand, was away from the modernity trend. In this situation, the Iranian reformers sought to reform political power and renew culture in touch with modernity and its developments. The social reformers, from the modernity and the Ottoman constitutionality, went to reverse the dependence on the colonial states from bottom to top and to reform the tyrannical regime. Therefore, based on the theory of modernization and the development crises of Leucin Pey, and the historical content analysis, this paper seeks to examine the main barriers of modernization and development in the Qajar government and the causes of this tendency of social forces towards the parliamentary system and public participation. Qajar, with its monopoly of sources of power, wealth, and its division among the ruling oligarchs, did not respond to their political behavior, and had fundamental weaknesses in its political system, the foundations of legitimacy and social solidarity, so as a result of structural-functional reasons, reformist efforts from above Was not successful. This led to a coalision of elites and popular mobilization in political reform. The general movement of the society and their guidance from the social-religious reformers led to the adoption of parliamentary models and civic institutions which moderated political power.

Communitarians argue that liberal individualism and its disregard for the role of society has caused difficulties such as environmental disasters, indifference to politics, the collapse of the family and unending epistemological and moral debates in various areas of contemporary Western life. Communitarians describe liberal account of self as disengaged or unencumbered self. In communitarianism, as represented by philosophers such as Michael Sandel, Alasdair MacIntyre and Charles Taylor, the self is constituted by its ends, society and history, which also give meaning to the individual’s life. Such factors not only form one’s identity but also constrain it, providing it with a concrete form. That is why individuals have different identities depending on their social and historical backgrounds as well as their aims and ends. In this paper, communitarianism’s account of the self and the way it is constrained by various factors is discussed, drawing upon Sandel’s, MacIntyre’s and Taylor’s points of view.

This paper aims to survey the challenges which the conception of national identity has encountered in the age of globalization, and how they affect Iranian national identity. In addition, we seek a proposal to take some precautionary measures to maintain the national identity. Generally, national identity is considered as awareness, belonging and loyalty which members of a society feel about their national communities and constituents. By weakening the national states` traditional function of identity-forming, and provoking the formation of supra-national and bricolage identities, and strengthening sub-national identities, globalization as a worldwide integrated process having affected all dimensions of human society and it has underpinned a large number of people`s feeling of belonging and loyalty to their national identity and it plays an important role in the rise of crisis in the national identity of many countries. Widespread communication technologies, especially the Internet, play an important role in this process. Iran has also been impressed by process of globalization so the Iranian national identity has been challenged too. Nonetheless, the present paper believes that the government of Islamic Republic of Iran might prevent the occurrence of crises in this scope and maintain the national identity through understanding the globalization process properly and making effective policies and precautionary measures.

The Middle east in the last decade was an important center of political and international crises and It has great importance, The 2011 developments in the Middle East and the North Africa are one of the international developments that had a great influence on regional security associated with effects on the field of regional and international actors. The purpose of this article is to check the orientation of Iran and Saudi Arabia on the 2011 developments in Syria ,Bahrain and Yemen and its impact on the relations between Iran and the Persian Gulf Cooperation Council .In fact the question arises here is that How Iran`s and Saudi`s approach toward the developments that influence the events of 2012 could affect Iran and Persian Gulf Cooperation Council relations? Here we assume that Iran`s and Saudi`s conflicting strategies towards regional developments, has reduced the relations between Iran and the Persian Gulf Cooperation Council more than ever. In this article, we analyse the new strategy of the Saudi-based Iran’s securitization from state actors level to the level of institutions. The method used in this research is a descriptive-analytic one.

The Strategic environments have a direct impact on the reproduction of war Due to the nature of the approaches applied, the origins, the types of instruments and the objectives. Hard power approach has an influence on the reproduction of hard war, semi-hard approach affects the reproduction of the semi-hard power, soft power approach influences the reproduction of the software, and smart power approach has an impact on the Intelligent war. Therefore, this article intends to investigate the impact of the power on the reproduction of the wars and specifically the software impact on the war in terms of the audience, and the character. The effects of soft power approach, such as the nature, nonviolence, social security and the political space, technology, software mechanisms, myth-making, power small agency, related discourse, persuasion, identity, indirect behavior, learning and multidimensionality, on war. At the same time, the officials intend to manage the minds and hearts in the soft war and usually the officials and the agents of the political system, the social status of the people, and the intellectual and cultural elite of society are targets of invasions.
