inclusive development is one of the most important strategies of political systems and in the present era, it is linked to the university of governance. However, the explanation of the components of good governance in the minds of theorists of the Islamic Revolution has been less done. The issue of the article is to study the characteristics of good governance in Ayatollah Beheshti's thought. The article tries to explain these capacities by assuming that Ayatollah Beheshti has expressed a high capacity to respond to the challenges and solve the problems of the Islamic Revolution with the theory of ummah-Imamate. The present study examines the characteristics of good governance from the perspective of Ayatollah Beheshti using descriptive-analytical method and theoretical framework of the system of ummah and imamate. According to the findings, components such as accountability of agents, transparency, justice and legalism in Ayatollah Beheshti's intellectual system are under the theory of ummah-imamate and guarantee the legitimacy of the political system by drawing good governance.
