The history of contemporary Iran has been full of crises, problems, insecurities and, most importantly, the culmination of colonial rule. Scholars and historians consider the Qajar period, which is a part of contemporary Iranian history, to be the worst period in Iran's history. This historical period coincided with the Industrial Revolution in the West and the expansion of colonial power and the weakness of exploited countries, including Iran. This issue has caused a lot of insecurity in Iran. Disgraceful agreements by Russia and Britain, on the one hand, and the occupation of Iran, on the other, led Shiite scholars to issue fatwas, statements, speeches, and writings against these insecurities. Influenced by the above-mentioned issues, the question that the authors of the forthcoming research have tried to answer with a descriptive-analytical approach has been arranged in such a way that the fatwas of Qajar scholars have had an impact on Iran's national security.
