Over the past four decades, the Islamic Republic of Iran as a regional actor has faced numerous global issues. The decision-making system in Iran is more complex than other political systems due to the existence of various institutions and its influence on domestic and international conditions. The challenge of the JCPOA especially in its interaction with major global powers has added to these complexities and has had an impact on Iran’s domestic decision-making. The internal and external decision-making processes of the JCPOA in the face of major powers in the international system and semantic conflicts at decision-making levels have added to the complexities of the issue. In this article, the author seeks to answer the main question of how and under what circumstances are Iran’s foreign policy decisions in the JCPOA formed. To answer based on rational choice theory it seeks to analyze the structure of Iranian foreign policy decision-making on the issue of the JCPOA with respect to official and unofficial actors. In addition to the level of decision-making, domestic and international factors influencing Iranian foreign policy decision-making are mentioned, and finally a conceptual model of Iranian foreign policy on the JCPOA is presented. موضوع برجام به‌عنوان چالشی ۲۰ ساله در سیاست خارجی ایران، نمایان‌گر پیچیدگی‌های نظام تصمیم‌گیری این کشور است. طی چهار دهه گذشته، جمهوری اسلامی ایران به عنوان یک بازیگر منطقه‌ای، با مسائل جهانی متعددی روبه‌رو شده است. نظام تصمیم‌گیری در ایران به دلیل وجود نهادهای مختلف و تأثیرپذیری از شرایط داخلی و بین‌المللی از پیچیدگی بیشتری نسبت به سایر نظام‌های سیاسی دیگر برخوردار است. چالش برجام به ویژه در تعامل با قدرت‌های بزرگ جهانی به این پیچیدگی‌ها افزوده و بر تصمیم‌گیری‌های داخلی ایران تأثیرگذار بوده است. فرآیندهای تصمیم‌گیری داخلی و خارجی برجام در مواجهه با قدرت‌های بزرگ نظام بین‌الملل و تعارضات معنایی در سطوح تصمیم‌گیری بر پیچیدگی‌های موضوع افزوده است. نگارنده در این مقاله به دنبال پاسخ به این سؤال اصلی است که تصمیمات سیاست خارجی ایران در برجام، چگونه و تحت تأثیر چه فرآیند و عناصری شکل می‌گیرد؟ برای پاسخ؛ نویسنده با مبنا قرار دادن نظریه انتخاب عقلانی به دنبال تحلیل ساختار تصمیم‌گیری سیاست خارجی ایران در موضوع برجام با توجه به بازیگران رسمی و غیر‌رسمی برآمده است. در این میان علاوه بر سطح تصمیم‌گیری، به عوامل داخلی و بین‌المللی تأثیرگذار در تصمیم‌گیری سیاست خارجی ایران نیز اشاره شده و در نهایت مدل مفهومی سیاست خارجی ایران در برجام ارائه شده است. https://journals.abru.ac.ir/article_722758_c7af0de3943f63670e8accf318470d67.pdf
