Abstract

The purpose of this study is to understand and interpret the content of the concept of people in the words of Dr. Rouhani and Dr. Ahmadinejad on Bahman 22 celebration. The main question is how to find out the concept of people as a historical subject and the nature of its relationship with the legitimate government in the speech of the Revolution's celebration. The research methodology uses qualitative content analysis to clarify the semantic meaning aspects of the text, then place them in the form of key codes, and ultimately discover and link the categories to achieve the pattern of constructing the concept of people to the both presidents. The results of the study show that both persons have processed the concept of people , with the difference that Dr Ahmadinejad emphasizes the values of divine insight, resistance, people innocence and social justice, while Dr. Rouhani emphasizes the citizen rights, people right to supervise the government, and individual freedom at the personal and social levels. When the debate relates to the relationship between people and national governments, Dr. Ahmadinejad takes advantage of a committed community to build people concept. While Dr. Rouhani uses a lawful pluralistic civil society to build the concept of people.
