The impact of Rentier Economy on Formation of a Non-participatory Political Culture in the Age of Second Pahlavi

Abstract

The present paper aims to investigate the impact of petroleum-driven rentier economy on a non- participatory political culture which had been shaped in the reign of Mohammad-Reza Shah. The historical facts show that, in the given period, political culture had been impacted by a rentier economic structure which had played a considerable role in emergence of a non- participatory political culture. How the petroleum- driven rentier economy impacted on the formation of non- participatory political culture? To address this central question, the present paper hypothesize that reaching a huge amount of petroleum- driven governmental revenue after the late 1950s, and its impact on transforming the economy and state into rentier entity, reduced Pahlavi government`s dependency to the society. This increase in the state`s financial affordability, in turn, led the government to take the central role in the political life as the central agent independent from the society. Wakening and oppressing the socio-political institutions, or in the other words, hindering the civil society from doing its typical action, the government led the people into political passivity and, consequently, a non- participatory emerged out. To explain this, the research will conduct in a descriptive- analytical method.
