Hydropolitical Effective Factors of Common Water Resources of Iran and Afghanistan in the Agricultural Crisis of Sistan and Baluchistan Province with a Foresight Approach

Abstract
Iran has long and shared borders with neighboring countries; incluresearchding Afghanistan. Hirmand is a common source between Iran and Afghanistan, which has caused many environmental, social and even political problems for the country of Iran. Meanwhile, the rural communities of Sistan and Baluchistan province have suffered the biggest damage., is research aims to analyze the hydroelectric drivers of the shared water resources of Iran and Afghanistan in order to face the crises in the agricultural sector of Sistan and Baluchistan province. In this regard, the has used the foresight approach by using the techniques of mutual effects. The sample size of this research was opinions of 8 professors of political science department in the universities of Lorestan, Ilam, Gilan, Tehran and Sistan and Baluchistan. The results of this research showed that to deal with the crises that exist in the agricultural sector, should use policies to support this sector and try to give life to rural communities by creating jobs. Also, the suitable cultivation pattern for the region and water transfer to this sector can be effective.
