The Interim government's foreign policy was the development of a particular reading of the ideas about the identity of the elite liberal Islamists. The whole idea of the basic concepts like policy, "religion and politics", "Islam and the West", “Iran and Islam "and the contrast between this reading and the dominant discourse, leads to the separation of the Interim Government from the Islamic Republic mainstream .Bazagan emphasized on finalizing the revolutionary act and speech and starting the political act based on Republic and pluralistic principles in Iranian post-revolutionary social and political discourse. Bazagan foreign policy can be studied as an international unit or a state. In other words, Iranian foreign policy at the beginning of the revolution can be divided in two parts: The government`s Foreign policy framework and the State`s foreign policy based on Islamic internationalism, Bazagan`s foreign policy falls into the first category. Here the effects of the statements are considered on the development of Bazargan`s foreign policy.
