Since 1978, China has sought to halt the economic system based on socialism and to highlight the economic system based on the components of liberalism in order to achieve development by managing and directing the economy by developmentalist elites. The course of China's political and economic developments shows a shift in elites' perceptions and perceptions from ideology to developmentalism. The beginning of this shift in China dates back to the late 1970s period of reform and open door policy. The question that this article seeks to answer is: What factors have contributed to China's economic development and its interaction with the international system? The method of collecting information and data is library. The hypothesis of this article, which is tried to be proved by analytical and explanatory methodology, is: change of vision and understanding of elites, transition from centralized planning economy to market economy, existence of authoritarian government and adoption of policies adapted to global economy. It has developed China's economy and interacted with the international system.
