The aim of the present study is to analyze the relationship between the political context and the ideas of Mohaghegh Karki in the Safavid rule. He was the first prominent jurist in the first period of Safavid rule who was able to achieve the position of Shaykh al-Islami and has created many influences in the cultural, political, economic and social fields. Fundamental changes in various fields were formulated by writing religious texts and establishing his own jurisprudence, which was continued by his students. His presence alongside the political structure of power in the Safavid period is considered a turning point in helping the transition to change the norm of the time of that government.Skinner's intentional hermeneutics with special stages and special attention to the main intention of the author on the one hand and the method of historical recognition of texts in order to achieve the main motivation of the author on the other hand can be a good way to understand historical texts and achieve fundamental changes. The special method of Quentin Skinner from the Cambridge School has been able to make profound changes in the study of historical research.The findings of this article using Skinner hermeneutics show that the writing of various texts, which reach more than 70 works and footnotes, is related to the existing political context and aims to help establish a new norm, fight against rival ideas and opposing ideologies.
