تحلیل کنش‌های گفتاری رهبران چین در بحران هسته‎ای جمهوری اسلامی ایران

چکیده
مذاکرات هسته‌‎ای جمهوری اسلامی ایران بعد از انقلاب اسلامی به‌عنوان یکی از مهم‌ترین مسائل سیاست خارجی ایران تبدیل‌شده است. بر این اساس، شناخت راهبردهای هریک از کشورهای حاضر در مذاکرات هسته‌ای یاری‌دهنده تصمیم‎گیرندگان ایران برای پیگیری منافع ملی در مذاکرات هسته‌ای یا دیگر موارد مشابه در سیاست خارجی ایران است. یکی از کشورهای میانجی بین‌المللی که در مذاکرات هسته‌ای با ایران از سال 2006 حضورداشته است و به نظر می‌رسد همسویی بیشتری نسبت به سایر کشورها، با ایران دارد کشور چین است. هرچند چین از سال 1385 وارد فرایند مذاکرات هسته‌ای ایران و غرب شد اما رفتار متناقض این کشور در قبال ایران هسته‌ای، همواره منطق این کشور را در قبال برنامه‌ هسته‌ای ایران مبهم ساخته است؛ پرسش اصلی این پژوهش ناظر بر این مسئله است که رویکرد رسمی دولت جمهوری خلق چین در قبال برنامه هسته‌ای ایران طی مذاکرات موسوم به 5+1 با ایران چگونه صورت‌بندی شده است؟ یافته‌های پژوهش بر اساس آموزه‌های مبتنی بر کنش‌گفتار در نظریه مکتب کپنهاگ نشان می‌دهد راهبرد جمهوری خلق چین در قبال برنامه هسته‌ای ایران در گفتمان خیزش صلح‌آمیز این کشور مستتر است و حفظ و گسترش منافع سیاسی، امنیتی و تجاری چین در نظام بین‌المللی موجب شده است که رهبران این کشور جهت‌گیری دوگانه اما قابل پیش‌بینی را در قبال برنامه هسته‌ای ایران داشته باشند. پژوهش همچنین نشان داده است با وجود برخی تلاش‌های چین برای امنیت‌زدایی از پرونده هسته‌ای ایران اما کنش گفتارهای مبتنی بر امنیتی‌سازی در قبال برنامه هسته‌ای ایران برتری محسوسی دارد.  این پژوهش برای آزمون فرضیه از روش تحقیق تحلیل محتوای کیفی و ارزیابی کنش‌گفتاری امنیتی اظهارات مذاکره‌کنندگان ارشد چینی که در منابع خبری و یا خاطرات مذاکره‌کنندگان منتشر شد، استفاده کرده است.
